Add a Quick Links menu to the Libary Synopsis web page.

The menu is generated dynamically by JavaScript functions defined in
quicklinks.js, by traversing the Detailed Table of Contents in the
generated synopsis.html.

using MissingAra in ConstructorsAra so that we can now compile the RGL API for Arabic. When a function with not yet defined constants is used in an application, a compile time error reveals this.
