Update Stack files after testing with Stack v2

Browse Source 
- Also bump up some minor GHC versions (8.4.3 -> 8.4.4, 8.6.2 -> 8.6.5)
- Should still work with Stack < v2 (tested in docker/haskell:8.2.2)
