hallgren 5beded9330 Make PGF.Tree internal ...

The only use of PGF.Tree outside the PGF library was in GF.Command.Commands,
and it was eliminated by using PGF.Expr directly instead.
PGF.Paraphrase still uses PGF.Tree.
